The main objective of the research is the environmental analysis of the fishermen cooperatives of Perlus Lack in Kafr El-Sheikh governorate to develop a new vision and mission for them and develop a new strategy for their development, through achieving the following sub-objectives: Identify the strengths of the internal environment of the Fishermen’s associations in Perlus Lack, Kafr El Sheikh Governorat and identifying the weaknesses in the internal environment. Identifying opportunities in the external environment of the Fishermen’s associations in Perlus Lack, Kafr El Sheikh Governorat and identifying the threats in the external environment, Attempts to development of of the Fishermen’s associations in Perlus Lack, Kafr El Sheikh Governorat, This research was conducted in associations of fishermen in Perlus Lake in the Kafr El Sheikh Governorat the Imad Bahri, Elmaksaba, Prolus, Menet Elmorshed, Elshklob, Brmbal, Baltem. A team of environmental analysis of individuals in the internal environment and the external environment related to the Fishermen’s associations was conducted. The sample size was about 161 individuals distributed as follows: 21 members of the internal environment (14 members of the board of directors of Fishermen Cooperratives, with two members from each association, they are the chairman and vice president, 7 Cooperation Room Supervisors- all whom room workers, Then 140 members of the external environment were selected (15 fishermen from each society), (35 fish farm owners and fisherman) In addition, experts were hired in connection with the fishermen’s cooperatives at the societies. They were the head of cooperatives at the General Authority for Water Resources Development, a member of the Board of Directors of the Water Resources Union, a member of the Association for Water Resources from the Kafr El Sheikh area, a professor at the Fishermen in Kafr El Sheikh Governorat. The results showed that the most important strength of the internal environment of Fishing communities in Perlus Lake in the Kafr El Sheikh Governorat was availability of the Governing Council and General Assembly meeting book as well as the membership book and stock book, While my most important Weakness in the interior was limit services to large fishers. The results also showed that the most important opportunity in the external environment of the fishermen’s cooperatives in Perlus Lake in Kafr El Sheikh Governorate was worked in fishing doesn’t require a certificate or a qualification, The main threat to the external environment was the proliferation of imported fish and the difficulty of exporting fish, Throgh an analysis of the SWOT matrix, the study arrived at the following main strategies for developing the performance of fishermen cooperatives are job creation based on the preparedness and team spirit of workers, production projects to generate income for the Association as a result of increased fish consumption, coordinate and intergrate the activities of associations with the lack government bodies in renewing lincenses and resolving fishing problems, holding real correct elections for members of the board of directors, establish fish collection areas for fishermen to prevent exploitation by traders.
